History has not always been on the side of the operational military services. Operation Iraqi Freedom, or the Operation Shock and Awe campaign, had the potential for creating an easy victory for the operational planning team in the War on Terror. We did not want that to happen, and the operational planning team understood this.
The FM 3-0 philosophy of force is one of the key reasons why the TRADOC immediate commanders spent countless hours giving insight and training to the joint command staff before Operation Iraqi Freedom. We relied on the operational planners of the joint operational staff to set the joint tactical picture in the FM 3-0 environment; though they were given their own offices and staff to work with, most of their work was done in the exact same building as the joint command staff.
Our Cyber Defeats ISIS program, launched in July 2016, and our empowered Dark Ops program in Iraq and Syria, launched in July 2016, had the potential to significantly increase the number of cyber operations and cyber effects we create to inflict damage on ISIS. This was not a given, however; it was a new approach that required proper training, guidance, and coordination and standardization of tactics and procedures. ISIS is a large, decentralized group, with no agreed-upon shared operational standard or methodology.
